Some W-1 carburetors will have this part.

It is an "anti-percolator valve" according to Carter nomenclature, or simply a bowl vent valve to the rest of us. It is triggered to close (pop up) when the accelerator pump is activated and to open (pushed down) when the throttle position returns to idle. Just be sure it moves up and down freely.
